IEEE CALCUTTA SECTION BYLAWS

ARTICLE I - NAME AND TERRITORY
 
Section 1: This organisation shall be known as the Calcutta Section of the Institute of Electrical and Electronics Engineers, Inc.
Section 2: The territory of the Calcutta Section includes postal codes 700000 through 720999 and 722000 through 859999, i.e. the states of West Bengal, Bihar. Orissa, Jharkhand, Assam, Meghalaya, Tripura, Mizoram, Manipur, Nagaland, Arunachal Pradesh and Sikkim, except the district, of Midnapore (postal codes 721000 through 721999) in the state of West Bengal, in the Republic of India.
Section 3: The Calcutta Section shall have its principal offices in the city of Calcutta in the state of West Bengal from which it shall carry out its management and other administrative functions.
 
ARTICLE II - OFFICERS
 
Section 1: The elected officers of the Section shall be Chairman, Two Vice Chairman, Secretary and Treasurer
Section 2: The term of office of the Section Executive Committee shall be for one year.
Section 3: Terms of office will begin on Is` January, but in any case, the outgoing Section Executive Committee will continue until their successors are duly elected and take office.
Section 4: Any vacancy occuring during the year shall be filled by majority vote of the Section Executive Committee (SEC).
Section 5: The duties of the elected officers will be in accordance with the guideline
available in the RAB Operations Manual and IEEE Bylaws.
 
ARTICLE III - STANDING COMMITTEES
 
Section 1:

The Standing Committees of the Section will be as follows:

 

1. Membership Development Committee.

2. Professional Activities Committee.

3. Student Activities Committee.

4. Educational Activities Committee.

5. Awards and Recognition Committee.

6. Publication Committee.

Section 2: The Chairman of each of the standing committees, will he appointed h\ the Section Executive Committee, with the approval of majority 01 the Section Executive Committee members and their term will expire the following December every year.
Section 3: Each Committee Chairman will appoint his Committee Members whose term will expire the following December every year.
Section 4: The duties of the Standing Committees will be available from RAD in the RAB Operations Manual and IEEE Bylaws.
 
ARTICLE IV - MANAGEMENT
 
Section 1: The Management of the Section shall be by the Section Executive Committee which shall consist of the elected' officers, nine elected members, immediate past Chairman, Chairman of all the sub-sections as ex-officio members, Vice Chairman and Chairman of all Group/Society chapters as ex-officio committee members. More members, not exceeding four may be co-opted by the Section Executive Committee.
Section 2: A majority of the Section Executive Committee shall constitute a quorum. provided that delegates elected by the Section membership are at least one greater in number than delegates appointed to the Committee.
Section 3: A majority of the Section Executive Committee present shall be necessary in the conduct of its business.
Section 4: Meeting of the Section Executive Committee will ordinarily he held monthly and will be called by the Section Chairman/Secretary or by a request of any of three members of the Section Executive Committee.
Section 5: The fiscal year of the Section shall be 1st January - 31st December.
 
ARTICLE V - NOMINATION AND ELECTION OF OFFICERS
 
Section 1: A Nominating Committee consisting of three members other than the acting officers of the Section shall be appointed by the Section Chairman with the approval of the Section Executive Committee.
Section 2: The nominations of the Nominating Committee will be announced to the Section Membership and following this a minimum of 28 days allowed for additional nominations by petition. To be valid, the petition must be signed by 25 or more voting members other than students or 2% of the Section membership, whichever is fewer.
If only one nomination is made for each office, the elections will he mule at the Annual General Meeting. If additional nominations are made. elections will be made by ballot mailed to the membership and the vote counted by an Election Committee appointed by the Section Executive Committee.
Section 3: The timetable for this procedure will be decided by the Section Executive Committee.
Section 4: A plurality of the votes cast shall be necessary for election.
 
ARTICLE VI - BUSINESS MEETING
 
Section 1: In order to transact business at a Section Membership Meeting at least twelve voting members must be present to constitute a quorum.
 
ARTICLE VII - FINANCES
 
Section 1: All expenditure of Section funds must be approved by the Section Executive Committee.
Section 2: Without prior authorisation of the IEEE Executive Committee, Section
funds can only be used for normal operations of the Section.
Section 3: The Treasurer jointly with either the Chairman or the Secretary shall be authorised to draw funds as approved by the Section Executive Committee.
 
ARTICLE VIII - AMENDMENTS
 
Section 1: Proposal for amendments to these Bylaws may originate in the Section Executive Committee or by a petition signed by 25 or more voting members other than students.
Section 2: Amendments to or revocation of these Bylaws shall be in accordance with the IEEE Bylaws, RAB Bylaws and RAB Operations Manual.
 
ARTICLE IX - SUBSECTION
 
Section 1: Members of any town within the Section territory may through a petition signed by 20 or more members and approved by the Section Executive Committee form a Sub-section for the purpose of organizing IEEE activities in that town.
Section 2: A sub-section will be managed by a Committee, elected annually. comprising of a Chairman, Vice Chairman, Secretary-cum-Treasurer. Immediate Past Chairman and not less than three or not more than five ordinary members.
Section 3: The Chairman of the sub-section shall be an ex-officio Vice Chairman of the Section Executive Committee and shall be responsible to the Section Executive Committee for liaison and maintaining relations with Section Executive Committee. He/She shall report to the Section Executive Committee the progress of the subsection.
Section 4: The subsection shall report to the Section Executive Committee on each meeting held by the subsection. The subsection shall send to 'the Chairman, Vice Chairman and Secretary of the Section Executive Committee every circular or notification it sends to its members.
Section 5: Subsection shall be financed by the Section Executive Committee such sums depending on its membership and its meetings programme.
 
ARTICLE X - GROUP/SOCIETY CHAPTER
 
  Group/Society chapters may be established in accordance with IEEE Bylaws and shall operate within the Section.
