A National Calamity The prime-minister candidly admitted that our nation does not have systems, that could be activated to effectively mitigate the human misery caused by the Bhuj earthquake. Why is it that a country of a billion people does not have such a competence may be understood by taking the example of one specific area. We are unable to
field surgeons, surgical equipment and tools necessary to face the emergency
situation. Even though we have hundreds of medical colleges, we are
unable to put together even one team per medical college in such an
emergency. It is because every hospital and the associated medical college
is working with a bare minimum staff and equipment. All the systems
in every hospital are near breaking point. Only a well-governed
and efficiently-run system can have the capability of facing such situations.
That is why even small nations like Norway and Switzerland can fly out,
at a short notice, well-equipped teams to help us. But much larger administrative
units (our states) are not able to rise to the occasion. Secondly we as individuals have learnt to donate in temples, mosques, gurudwaras and churches for our personal salvation. But we do not know how to donate for a humanitarian cause even on a national scale. On the other hand Christian charities are able to collect donations, month after month, from ordinary middle class persons in the west. They are then able to funnel large amounts to Africa and Asia through large organizational efforts. Every year cases of malfeasance are reported from some part of these world-wide organizations. These are dealt with adequately but the work goes on without any interruption. Millions of ordinary people go on donating from their hard earned income for their less fortunate brethren. If the large Indian middle class were similarly motivated by humanitarian considerations, our charitable organizations would have been able to build capabilities, which would have proved useful today. We may ponder over these issues so that each one of us may be able to work out the corrective action that should be taken so that we are also able to develop nation-wide strong charitable organisations in the long run. However for now I would appeal that every one of us must donate, out of our personal funds, an adequate amount to help the nation face the calamity.

INDIA COUNCIL OF IEEE IEEE INDIA COUNCIL : SLATE FOR 2001 After due deliberations and consultations, the NC has prepared the following slate for the India Council Committee of 2001:
In case some members would like to suggest some "Additional Nomination by Petition", they may do so by sending the candidate's name(s) to the Secretary-Treasurer - 2000 at the following address, by Registered Post only, so as to reach him not later than 28 February 2001. To be valid, such petitions shall carry the signatures of no fewer than 25 voting members of the Council and will include a statement of the willingness of the candidate to serve the Council. Elections will be held in case two or more valid nominations are received for a particular post. The address is : Prof.

Mr. Joel Snyder, President, IEEE has expressed his concern as well as that of the entire professional community under the world's largest professional body viz. IEEE to the people of India on the devastating earthquake which struck Gujarat and the neighbouring region on the morning of the first Republic Day of this Century. Er. H. L. Bajaj informs the India Council that on behalf of IEEE, the President will be sending a contribution to the Prime Minister's Relief Fund. Thank you President, for your concern and prompt response on behalf of the entire IEEE. -Ed IEEE India Council Announces its Ethics Committee IEEE India Council had an Ethics Committee existing in the past. Of late such a committee is not existing. Hence it was felt that the Chairman may establish an Ethics Committee so that if there are any issues at the Sections/ Chapters/ Student Branches, which need to be studied in the light of IEEE's policies, procedures and good practices, the Committee may be able to provide the necessary advice and guidance to members and office-bearers in India. Such advice and information would help reduce unnecessary tensions at Sections/Chapters/Student Branches since such problems, arise due to lack of information. Provision of such advice and information to members and office bearers will therefore help eliminate simmering discontent, if any, among volunteer-members and the consequent display of disharmony before the IEEE volunteer officers from outside India. The Ethics Committee is an attempt to provide a mechanism whereby studied advice would be available from a committee of senior members for members, who may seek its help. It is an attempt to see that harmonious relations that prevail today at nearly all the Sections/Chapters/Student Branches in India may continue. After deliberation on the subject at the IC meeting held at Mumbai, the Chairman Dr. A. K. IEEE Delhi Section along with its PES-IAS Delhi Chapter and India ED-MTT Chapter organized a get-together of Members with IEEE President Prof. Bruce A. Eisenstein at India International Center, New Delhi on December 19, 2000. After an introduction of President by the Section Chair Mr. Rajendra K. Asthana, President inaugurated the Silver Jubilee celebration of India ED-MTT Chapter through traditional lighting of lamp. Chapter Chair Dr. K. S. Chari gave an account of the achievement of the Chapter in the last twenty-five years. Prof. Eisenstein then briefly highlighted the scenario about membership growth, role of various societies, targets and projections of the Institute and requested members to present their views. In this session Dr. K. S. Chari and Dr. Govinda of India ED-MTT Chapter, Dr. Subrata Mukhopadhyay & Mr. Pardeep Jindal of PES-IAS Delhi Chapter, Mr. Raj Kumar Vir of EMS Delhi Chapter, Dr. Mini S. Thomas & Mr. Dinesh P. Gupta of Delhi Section, Delhi College of Engineering Student Branch Counselor Prof. Asok Bhattacharyya participating in the discussion expressed concern on the issues of payment of membership fees in Indian Rupees, availability of transactions, of other Societies to members of a specific Society, continuation of membership by the Students, processing of payment by members, specifically for students in bulk, availability of financial advantage program to members in India, etc. However on these issues though certain suggestions came up, it was, it was felt that most of them being of local origin, solution too should come up here itself within the framework of laws and rules applicable in India.

to the audience by the Section Chair. Seven Millennium Medals
were presented to Dr. Pratap N. Choudhary, Mr. Harbans L. Bajaj,
Mr. Promod K. Srivastava, Mr. Man Mohan S. Puri, Dr. Subrata
Mukhopadhyay, Mr. Raj Kumar Vir and Mr. A. Velayutham by IEEE
President. While congratulating them for their selection Prof.
Eisenstein remarked that the total number of medal winners being
3,000 out of over 352,000 IEEE Members worldwide (i.e., less
than 1%) it was definitely a matter of pride for the concerned
volunteers. The occasion was also utilized for the presentation
of 2000 PES Outstanding Chapter Engineer Award to Prof. B. Prasad
Singh of Indian Institute of Technology Delhi. India ED-MTT
Chapter while celebrating their Silver Jubilee, honored their
past Chairpersons and present Executive Committee by presenting
mementoes. The function ended with dinner hosted by the Delhi
Section.

The IEEE - Industrial Applications Society of IEEE, Madras Section was inaugurated on 29th December 2000 at IEEE premises by Er S. A. Soundara Rajan, Chairman, IEEE Madras Section. He emphasized the need for starting such a society and invited many student members to take active interest in the activities. He mentioned that there is an enormous increase in the starting of Students branches all over India especially in Tamil Nadu after the successful conduct of Student Congress 2000 at Chennai. Prof R. Bhavani Shankar, a Senior Member and Executive committee Member of IEEE, Madras Section offered felicitations. He complimented the students for starting the activities of the new Industrial Applications Society at IEEE, Madras Section banner. He emphasized the need for professional Societies with orientation towards application software to all areas of Engineering and Technology. He felt that this Society will bring more members and activities in the new year 2001. Prof. S. S. Narayanan delivered a Lecture in the Workshop on WEB COMMUNI- CATIONS AND E-COMMERCE on the occasion. His lecture was well received and appreciated by the students who attended the workshop. About 50 students from various technical institutions participated in the workshop and had good interaction with the students. -Report from Madras Section
