Mr Chia Chin Swee

Chin Swee is currently the Head, Underwater Sensors Laboratory, and a Principal Member of the Technical Staffs at the DSO National Laboratories, Singapore. He has joined DSO since 1993, and he is actively involved in the R&D program in underwater sonar processing and environmental acoustics. His efforts include individual contribution to the exploration of new sonar processing algorithms, as well as the management of research scientists and engineers. Besides conducting R&D research, Chin Swee also provides technical consultations to DSTA and RSN pertaining to the acquisitions of naval underwater systems.  Chin Swee is a Senior Member of IEEE and Member of the Acoustic Society of America. 

He received his Masters of Science (Ocean Engineering) in 1999, from Massachusetts Institute of Technology, USA, and received his B. Eng. (Electronics) degree in 1993 from Nanyang Technological University, Singapore.

Dr Mandar Chitre

Mandar has a Masters degree from the National University of Singapore (NUS) developing simulations and algorithms for Ambient Noise Imaging. He was awarded a Ph.D. by the same university for his research in the field of underwater acoustic communications in warm shallow waters.

Having worked with the Acoustics Research Laboratory (ARL) until 1998, Mandar moved into the field of Telecommunications and Mobility software. He headed up the technology division for a Singapore based telecommunication software company for 5 years, before returning to the ARL, first as Deputy Head (Research) and now as Head of the ARL. Mandar also holds an Assistant Professor position with the Department of Electrical and Computer Engineering.

To satisfy his varied interests, Mandar obtained another Masters degree in Bioinformatics from the Nanyang Technological University (NTU) in Singapore. He considers applications of complexity theory to systems biology and cognitive sciences as his "research hobbies". Other than these academic interests, he also enjoys squash, badminton, contract bridge, mahjong, scuba diving, swimming and the occasional adventure sport.

Rubaina received her M.Sc in Computer control and Automation from Nanyang Technological University, Singapore in 2008.  Previously, she has worked as a Design Engineer at Reliance Engineering, Dubai, U.A.E.  Currently, she works as a Research Engineer at CENSAM, Singapore MIT Alliance for Research and Technology, Singapore.  Her area of research includes: Underwater robotics development and stability analysis, environmental sensing and adaptive sampling.

Dr Pallayil Venugopalan has been one of the founder members of IEEE OES Singapore Chapter and served the Chapter ever since its inception in various capacities. Dr Ma Ning

Ma Ning received her B. Eng and M. Eng in 1983 and 1986 from Nothwestern Polytechnical University, P.R.China, and PhD in 1996 from L'Institut National Des Sciences Appliquees de Lyon, France.

She was a lecturer in Northwestern Polytechnical University from 1986-1992, and a Research Associate in Chinese University of Hong Kong from 1997 to 1998. From 1998, she has been with in DSO National Laboratories, Singapore where she is a Principle Member of Technical Staff currently. She has been with TL@NTU since 2008 as an adjunct Senior Research Scientist.
 

She is a senior member of IEEE since 2006, and a committee member in IEEE OCEAN Engineering Singapore chapter since 2007. She serves as reviewer for several journals, such as IEEE Trans. Signal Processing, IEEE Signal Processing letter, IEEE Trans. Vehicular Technology, IEEE Journal of Ocean Engineering, IET Radar, Sonar & Navigation, and  EUROSIP JASP.
Her main research work is on sonar signal and image processing, which includes array signal processing, detection and estimation, target tracking, time frequency signal analysis and object detection and classification from sidescan sonar images.

Mr Koay Teong Beng

Teong Beng received his bachelor of engineering (BEng) in electrical and electronics engineering from Universiti Teknologi Malaysia followed by his Master of Engineering (MEng) in electrical and computer engineering from National University of Singapore. He enjoyed the R&D environment and the freedom in designing and building custom instrumentation that supported various researches in ARL. He has been leading designs of the hardware in many of the projects such as the stochastic tomography experiment, ROMANIS, high frequency ambient noise studies, mini PANDA, cPANDA used for humpback whale studies, acoustic bandwidth compression system, and recently involved in STARFISH, dPod, and modem development.

Dr M Fikret Ercan

M. Fikret Ercan received his B.Sc. in and M. Sc. degrees in 1987 and 1991 from Dokuz Eylul University, Turkey. He obtained his Ph.D. degree in Electrical Engineering from The Hong Kong Polytechnic University in 1998. He was a research and development engineer in electronic and computer industries during 1987-1994. Currently, he is a lecturer in School of Electrical and Electronic Engineering at Singapore Polytechnic, Singapore. He is a senior member of IEEE. His research interests are in computing, image and signal processing and robotics.

Dr Bernard How Voon Ee

Bernard How received the B.Eng. degree in 2005  in electrical and computer engineering (ECE) from the National University of Singapore (NUS). He is now Research Associate with the Centre for Offshore Research and Engineering (CORE) and was a Research Engineer (2005-2010) with CORE , Department of Civil Engineering, NUS while concurrently working towards the Ph.D. degree at the Department of ECE, NUS, joint supervision by Prof. Shuzhi Sam Ge and Prof. Choo Yoo Sang.

He was a recipient of the Training Attachment Program funding by the Economic Development Board (EDB) of Singapore under the Oil & Gas and Offshore Engineering Technologies program. He worked as a pipeline semi-auto welder for 5 months offshore on pipe laying barge DB 60, J. Ray McDermott in Tierra del Fuego, Argentina in 2003 and served two years in the Singapore Armed Forces. His current research interests are in the dynamics and control of marine and flexible systems.

Ms Gao Rui

Gao Rui received her honors degree in communications and electrical engineering from the National University of Singapore (NUS) in 2007. Previously she worked on computer-based classification of dolphin whistles for Marine Mammal Research Laboratory (MMRL). Now she is a research engineer in ARL exploring algorithms for STARFISH AUV positioning and navigation. She is interested in AUV, acoustics, image and signal processing. Currently she is pursuing a part-time Master of Engineering at NUS.
