Suresh Joshi received his bachelor’s and master’s degrees from India (Banaras University and IIT-Kanpur, respectively), and his PhD from Rensselaer Polytechnic Institute (Troy, NY, 1973), all in electrical engineering. He is presently Senior Scientist for Control Theory at NASA-Langley Research Center in Hampton, VA. He also served as an adjunct-, research-, or visiting professor at GWU, ODU, and UVA. Some of his past and recent research includes: various aspects of multivariable robust control theory and aerospace applications; control of space-based high-precision pointing systems; control of flexible spacecraft; active noise control; and most recently, adaptive control of aircraft in the presence of failures. He is the author/coauthor of nearly 200 publications including 3 books in control theory and aerospace applications. He is a Fellow of the IEEE, the AIAA, and the ASME, and a recipient of the IEEE Control System Technology Award and the IEEE Judith A. Resnik Award. He has served in various voluntary roles in three professional societies, including IEEE Control Systems Society’s Board of Governors and on editorial boards of two journals and several conferences. In addition to controls, his technical interests also include digital signal processing (including image and speech), digital communications, cellular and satellite communications, and pattern recognition. In 2007, he was recognized as the Region 3 Engineer of the Year, representing IEEE members across the Southeastern United States and Jamaica.
Joshi is an amateur cartoonist and contributed the “Out of Control” cartoons to the IEEE Control Systems Magazine (1985- 1994). He is also the author of “A Cartoon Tour of Control Theory”, a 55-page booklet containing a light introduction to controls, which he is planning to make available for free non-profit educational and personal use.

Stephen R. Lambert

A graduate of the University of Illinois, Mr. Lambert received both a BSEE and a MS degree in 1969. While at the University he taught machine and basic circuit theory, and in 1969 joined Commonwealth Associates, Inc., where he was involved in over voltage studies, system planning and training. Mr. Lambert joined Power Technologies, Inc. in 1973 where his prime responsibilities were in the areas of insulation coordination, substation equipment applications, transmission line design (insulation and field effects), analytical studies and failure analysis.
In July of 1997, he founded Shawnee Power Consulting. He has performed numerous insulation coordination studies and has prepared many functional substation equipment specifications with one project involving 3600 km of 765 kV line, 12,000 MVA of generation and six 765 kV stations. He developed statistical techniques to determine insulation probability of flashover, and has performed over voltage studies on over 15,000 circuit km of EHV transmission line. For 345 kV through 800 kV line designs, he has specified conductor and bundle characteristics and configurations and defined 60 Hz, lightning and switching surge insulation requirements, as well as determined the line's electric field, audible noise and RI response.
Other over voltage studies have investigated gas insulated substation performance with respect to lightning surges, and the voltages and secondary arc currents resulting from coupling between phases (single-phase switching) and parallel circuits. Most of the projects included preparation of functional specifications for substation equipment including such equipment as thyristor controlled series capacitor banks. He has performed many studies to analyze and specify circuit breaker transient recovery voltage requirements ranging from generator circuit breakers to 1200 kV class power circuit breakers.
Mr. Lambert has conducted many failure analyses on such equipment as switchgear, motors, surge arresters, transformers, reactors, generators, static VAr systems, etc. He was the principal electrical system consultant for a utility involved in a 0.2 billion dollar lawsuit, and led the project team in the investigation of the island wide outage on Oahu as well as the Washington, DC blackout. He has prepared and teaches courses and seminars in insulation coordination, transient recovery voltage analysis, transformer concepts and applications, and shunt capacitor bank design and application.
Mr. Lambert is a Registered Professional Engineer in the States of Michigan, New York and Virginia. He is a Fellow of the IEEE and was also awarded the IEEE Standards Medallion. He served on the IEEE Power & Energy Society Governing Board as Vice President of Technical Affairs and chaired the PES Technical Council. He is a Past Chairman of the IEEE Switchgear Committee, the High Voltage Circuit Breaker Subcommittee, and the TRV WG. He has been appointed to the IEEE Standards Board, was a member of the International Electro-technical Commission, WG 28.1 addressing Insulation Coordination, and the IEEE WG on Insulation Coordination. He is a member of CIGRE.

Dr. Mounir Laroussi received his Ph.D. in Electrical Engineering from the University of Tennessee, Knoxville in June 1988. After a Post-Doc and few years of teaching, he joined the Microwave & Plasma Laboratory of the University of Tennessee as a Research Assistant Professor from 1995 to1998. He then joined the Applied Research Center of Old Dominion University (ODU) in 1998 as research scientist. From 2002 until 2007 he held an Associate Professor position at ODU's Electrical and Computer Engineering Department. Since January 2007 Dr. Laroussi became the Director of ODU's Laser & Plasma Engineering Institute (LPEI) and in 2008 he was promoted to Full Professor at the ECE Department, ODU.
Dr. Laroussi's research interests are in the Physical Electronics area and particularly in the physics and applications of non-equilibrium gaseous discharges including the biomedical applications of nonthermal plasmas. He has more than 100 publications in journals and conference proceedings, and holds 4 patents. He served as an elected member of the Administrative Committee (2002-2005) and the Plasma Science and Applications Executive Committee (2005-2007) of the IEEE Nuclear and Plasma Science Society (NPSS). He has also served as a Guest Editor of the IEEE Transactions on Plasma Science, as session organizer at the International Conference on Plasma Science for many years, and as a Guest Editor of "Plasma Processes and Polymers." Dr. Laroussi was the recipient of the 1996 Advanced Technology Award, from the Inventors Clubs of America, the recipient of the IEEE Millennium Medal Award, 2000, the recipient of the Excellence in Research Award from the Batten College of Engineering and Technology, Old Dominion University, May 2005, the recipient of the Excellence in Teaching Award from the Electrical and Computer Engineering Department, Old Dominion University, June 2006, and the recipient of the Excellence in Innovation Award from the Hampton Road Technology Council, May 2006. In January 2008 Dr. Laroussi was named as an IEEE-NPSS Distinguished Lecturer, and in November 2008 he was elevated to the rank of IEEE Fellow.

His current research concentrates on opening switches for inductive energy storage using lasers and high energy particle beams as control systems. Dr. Schoenbach joined Old Dominion University as a Professor of Electrical and Computer Engineering in the Fall of 1985 and is presently Eminent Professor in this department.

Cary R. Spitzer is a graduate of Virginia Tech and George Washington University. After service in the Air Force he joined NASA Langley Research Center.
During the last half of his tenure at NASA he focused on avionics. He was the NASA manager of a joint NASA/Honeywell program that made the first satellite-guided automatic landing of a passenger transport aircraft in November 1990. In recognition of this accomplishment, ARINC, ALPA, AOPA, ATA, NBAA, and RTCA nominated him jointly for the 1991 Collier Trophy "for his pioneering work in proving the concept of GPS aided precision approaches." He led a project to define the experimental and operational requirements for a transport aircraft suitable for conducting flight experiments and to acquire such an aircraft. Today that aircraft is the NASA Langley B-757 ARIES flight research platform.
Mr. Spitzer was the NASA representative to the Airlines Electronic Engineering Committee. In 1988 he received the Airlines Avionics Institute Chairman's Special Volare Award. He is only the second federal government employee so honored in over 30 years.
He has been active in the RTCA, including serving as chairman of the Airport Surface Operations Subgroup of Task Force 1 on Global Navigation Satellite System Transition and Implementation Strategy, and Technical Program Chairman of the 1992 Technical Symposium. He was a member of the Technical Management Committee.
In 1993 Mr. Spitzer founded AvioniCon an international avionics consulting firm that specializes in avionics systems architectures, strategic planning, business development, and in-house training
Mr. Spitzer is a Fellow of the Institute of Electrical and Electronics Engineers (IEEE) and an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA). He received the AIAA 1994 Digital Avionics Award and an IEEE Centennial Medal and Millennium Medal. He is a Past President of the IEEE Aerospace and Electronic Systems Society and Past Chairman of the IEEE United States Activities Aerospace Policy Committee. Since 1979, he has played a major role in the highly successful Digital Avionics Systems Conferences, including serving as General Chairman.
Mr. Spitzer presents one-week short courses on digital avionics systems and satellite-based communication, navigation and surveillance for air traffic management at the UCLA Extension Division. He has also lectured for the International Air Transport Association.
He is the author of Digital Avionics Systems, the first book in the field, republished by Blackburn Press, and Editor-in-Chief of the Avionics Handbook , published by CRC Press.
He is married and he and his wife, Laura, have a son, Danny.
