Principles of IEEE Financial Operation

1. Section reserves should be adequate but not excessive. As a general guideline, a reserve of 3 times the annual rebate would be considered reasonable.
    
2. If reserves become high the Section should consider providing additional services to its members through more meetings, conferences, educational programs, publications, etc.
    
3. If abundant funds are available after providing great services the Section should consider contributing the excess to less fortunate Sections, Chapters, or Student Branches.
