The meeting convened at 6:30 pm at Ryan’s restaurant on St. Andrews Rd in Columbia. The attendees were Allen Thomas, Steve Carroll, David Mills, Marilene Guardia-Baker, Lee Stogner and I.

Financial

Steve Carroll reported that since the last meeting he has sent letters to each section with an assessment of $1.00 per active member. The Columbia Section had already responded with a check. David Mills is attempting to revive the Savannah River Section and said it will not be able to support the Council until it has some money of its own. Checks from the new consolidation account have been received.

AWARDS

Richard reminded the group that awards nominations are due to Region 3 in November. The awards are for the Biedenbaugh, Lathrop and Smith. The sections need to send their nominees to the SC Council by the November meeting. In addition to being forwarded to the Region 3 contest, the state awards will be presented at the SC Council of Engineering Societies’ Banquet which will be in either February or March.

The state level of the Student Paper Contest will be held either March 3 or 10, 2001.

Action item: Student Branch Counselors have been contacted with preferred dates for the Student Paper Contest.

BYLAWS

A revised version of the Bylaws was given to Allen Thomas for comparison to information he had previously received from IEEE regarding desired changes. After Allen reviews, the Council will decide whether to send directly to the Sections or to send to Region 3 for review first.

General discussion

This was David Mills' first Council meeting and after the official business was concluded, we spent some time discussion general IEEE organization and contacts to help him in his efforts to reactivate the Savannah River Section.

A contact list was passed out at the April 2000 meeting. If you have any revisions or corrections please send them to me or to Allen Thomas.

Meeting Schedule

Council meetings are open to all IEEE members. At a minimum, Council Officers and Section Chairs are expected. If you cannot attend, please send me your updates. Section Chairs may send an alternate attendee. Please make announcement of these meetings in your local section and chapter meetings and newsletters.

The next meeting is Thursday, November 9, 2000 at 6:30 pm at Ryan’s Restaurant on St. Andrews Rd in Columbia Topics to be discussed include ByLaws, student paper contest, award nominations, and officer nominations for 2001.
