FCC Presentation and Tour of the Direction-Finding Van

Tuesday October 17th, 2006

Ms. Nikki Shears (Denver FCC Branch Chief) and Mr. Jay Hockanson (FCC Field Agent) will speak to our EMC chapter on 47CFR15 Subpart B enforcement on Tuesday, October 17th.  They will even bring over their Mobile Digital Direction Finding (MDDF) van for tour.  Again, we will meet at the normal location (Room L107 of College Hilltop Library, 3645 W. 112th Ave., Westminster, CO) at 6:30PM for the pizza social and 7:00PM for the meeting.

Representatives of the Denver Office of the FCC's Enforcement Bureau will be presenting materials related to the field's involvement with / application of the rules within Part 15 (Radio Frequency Devices) and other Rule sections, speak to the activities related to their mission and what may intersect the EMC members.  Topics will include:

  • Enforcement Bureau Mission & Priorities
  • The Role of the Field Office within EB
  • Part 15: requirements and enforcement, including unlicensed spectrum
  • Interference - Our reason for existence
  • Case Highlights - Part 15 and beyond (e.g. interference from a household TV to the SARSAT system).
  • Direction Finding ("DF"):  Demo of a DF vehicle and basics of handheld DF'ing
  • Open Q & A Session

Jay Hokanson is an Electrical Engineer/Agent with the Denver District Office of the FCC's Enforcement Bureau.  He began his FCC career in 1973 in the FCC’s Norfolk, Virginia, District Office.  He soon transferred to the agency's first monitoring station in Grand Island, Nebraska (est. 1929), where he worked in the Special Enforcement Facility (SEF) enforcement program.  SEF was tasked with enforcing the regulations governing Citizen's Band ("CB") radio, which began as a licensed service.  Later, Jay was in charge of the 14 state Central US Microwave monitoring program and then was the FCC’s Central TV/FM/Microwave (EMU) engineer.  Jay held the position of Senior Engineer at Grand Island for 12 years and ended his tenure at Grand Island as the District Director.  When the FCC downsized in 1996, and closed the Grand Island office, Jay transferred to the Denver Office as a staff engineer.  Jay is an amateur radio operator, and holds a BSEE from North Dakota State University. 

Nikki Shears is the District Director of the Denver District Office.  After obtaining her BSEE from Virginia Tech in 1991, she began her FCC career as a staff engineer in the AM Radio Branch of the agency's Media Bureau in Washington, D.C.  A desire to do field work and a passion for the outdoors (hiking, specifically) brought Nikki to Denver.  With the exception of a one-year foray into private industry with a broadband start-up, Nikki has worked for the Denver Office since 1994. 

The Denver Office, with its staff of six, has an area of responsibility that includes the states of Colorado, New Mexico, Utah, Wyoming and western South Dakota.  The agents engage in specific enforcement activities, with a specialization in locating and resolving RF interference.
