This document is by the e-conf team of Region 3. Comments are welcome. In this document, guidelines for holding synchronous meetings using technology such as Internet Relay Chat (IRC) are discussed along with some suggested client technology. This is part of a continuing effort to develop e-conferencing approaches. Many e-conferences using these guidelines were held in the development of this guide and has been beta-tested by several groups.
