As I pointed out to Reed yesterday, the Operations Manual is in not in concurrance with the Bylaws on this item. The Bylaws state the Director does the appointment with no mention of Excom concurrance. The operations Manual indicates Excom concurrance. I bleive it's that way as a courtsey.
