Beall, D. Conner, R. Duggan (Chair), R. Harris, D. Jackson, D. McLaren, D. Powers, V. Powers, R. Thompson, and W. Ratcliff (corresponding). Ex-Officio: D. Caston and R. Riddle. Absent: W. Sullivan. Visitors: D. Green, D. Hartley, C. Hickman, and R. Russell. 1. Minutes of the 10/24 meeting in Jackson, MS were approved. 2. Ralph Russell gave a status report on obtaining support for IEEE involvement in the 2001 National Scout Jamboree. SPC recommended to ExCom Attachment A. 3. David Conner discussed IEEE concerns re SECON planning. Specifically , future host applicants for SECON should go through IEEE Meetings Planning Staff and IEEE Travel to assure the optimum package is being proposed. This recommendation was submitted in conjunction with the Conference Committee to ExCom for approval. 4. David Conner also addressed IEEE concerns re investments of sub- region entities. Director Caston agreed to ask all Area/Council chairs to review investments of sections, branches, and chapters. 5. David Conner expressed concern at lax usage of the IEEE Travel Bureau . Several cited cases where the IEEE had higher prices than other sources, however. Conner encouraged everyone to at least check with IEEE before making travel reservations. 6a. [NOTE: Between the 10/24 meeting in Jackson and this January meeting , Bob Duggan and Bill Ratcliff conceived of an "e-Retreat" to do some brainstorming via e-mail on the long term priorities for Region 3. Bill Ratcliff served as the Principal Facilitator of the activity and assembled the results. Bill reviewed the results of this "e-Retreat" at an informal meeting of SPC the evening of 1/29. A more detailed write- up about the e-Retreat is being prepared]. 6b. Bill Ratcliff summarized the results and recommendations from the SPC's "e-Retreat" which were presented the previous evening, 1/29. Charles Hickman also described the results and discussed the correlation between the identified priorities and the Region 3 budget allocations in 1999. 7. Bill Ratcliff then described a special project proposal with Dave Green for 1999 to build on the e-Retreat experience, develop methodology and tools to further the use of the internet for conferencing. The results will be presented at the 1999 Sections Congress in Minneapolis. The SPC endorsed the project. 8. Roy Harris described some of the challenges faced by the Special Review Committee. He recommended the reviews be extended to a 6-year cycle and committee chairs be requested to submit their annual reports showing progress against G&Os for their committee. SPC endorsed this. 9. Dan Jackson discussed planning and funding for Region 3 involvement in support of the Region's participation in Sections Congress 99. SPC endorsed his plan for a cap of about $34,000 on the budgetary support. 10. Dale Caston reviewed RAB's desire that all sections use the calendar year for all section operations. Currently, 29 sections in Reg. 3 do not conform. 11. Bob Duggan announced the appointment of Bill Ratcliff as Vice-Chair of SPC for 1999. This was approved. 12. Bob Duggan announced the next SPC meeting on 26 March 1999 at SECON 99 in Lexington, KY. 13. The meeting was adjourned at 11:35am. Bob Duggan, Chair Attachments: A.
