1.  Chair Bob Duggan welcomed the SPC attendees.  

2.  The meeting agenda was accepted.

2.  Minutes of the SPC meeting of 18 Jan 2002 were accepted.

3.  Duggan summarized 
    o Status of the Region 3 Strategic Plan for 2002+ (approved by 
      ExCom 10/27/01 and 1/19/02) and on the Web at

4.  Duggan announced the appointment of Director Elect Bill Harrison to 
    head an ad hoc committee to take an over-all look at the governance of 
    Reg 3 and to assure the ByLaws and Operations Manual meet our current 
    and future needs for voting and optimum efficiency within the Region.  
    These areas were previously discussed in detail at the 1/18/01 SPC meeting.  
    The plan is that any changes recommended by the ad hoc committee can 
    be incorporated and approved by the time Harrison assumes leadership of 
    Region 3 in 2004.  
    Membership of the committee will include at least Vernon Powers, Bill 
    Ratcliff, Dave Green, Bob Duggan, Roy Harris, and Dave Conner.  Others 
    may be added as appropriate. 

5.  SPC Vice Chair Dick Riddle called for reports from the several SPC

6.  Vernon Powers submitted a report to SPC, pointing out that the update 
    of the Reg 3 History is proceeding very slowly and tediously.  A smooth 
    final version of the Operations Manual will be ready for Chip Dawson to
    place in the Web soon. 

7.  Director Elect Bill Harrison described the Sections Survey which he had 
    prepared, and stated more inputs were expected from the Sections during 
    Southeastcon. 

8.  Director Jim Howard discussed with SPC the several severe financial 
    challenges facing the region, what with the Sections Congress meeting 
    in Washington in October 2002 and Southeastcon in Jamaica in 2003.  The 
    financial committee will be looking at these challenges during their 
    4/6 meeting.
 
9.  Duggan announced the next SPC meeting will be in the Fall, but details
    remain to be determined and will be announced as plans for the Fall 
    ExCom meeting are firmed up.

10. There being no further business, the SPC meeting was adjourned at 9:25pm.
