[Approved 3-26-04] IEEE Region 3 Strategic Planning Committee (SPC) Meeting Atlanta, GA 21 November 2003 MINUTES Attendees: J. Beall, R. Duggan (chair), W. Harrison; J. Howard, D. McLaren, W. Ratcliff, R. Riddle (v-chair), R. Thompson Visitors: D. Green, C. Hickman 1. Chair Bob Duggan opened the meeting and welcomed attendees. 2. The draft meeting agenda was accepted. 3. The passing of member Dan Jackson was noted, and his many contributions were saluted. 4. Minutes of the SPC Jamaica meeting of 4 April were approved. 5. Duggan described the revised format of the approved 2004+ Reg 3 Strategic Plan and expressed appreciation for the significant role played by Director-Elect Harrison in its development. He emphasized the role to be played by mentors throughout the Reg 3 meeting as well as during the coming year. 6. Dick Riddle, Project Manager for the Leadership Development of Others (LDO) initiative in Reg 3 in 2004, described his thoughts about and actions envisioned in the conduct of the LDO program during 2004. Much emphasis on mentoring is anticipated during the coming year. 7. Duggan reviewed the SPC Goals & Objectives for 2004. A new objective is to develop a plan and budget for a strategic planning retreat. The draft G&Os are on the web at www.ewh.ieee.org/reg/3/spc/g-o04.txt 8. SPC Mentor assignments for 2004 were discussed in detail. The final roster is on the web at www.ewh.ieee.org/reg/3/spc/mentors.txt 9. Director Jim Howard expressed his appreciation to the SPC for their contributions and described some of the challenges now faced by Reg. 3. 10. Director-Elect Bill Harrison shared with the SPC some of his plans and his vision for Region 3 during his coming administration. 11. Duggan expressed the appreciation of SPC for the support of both Howard and Harrison. 12. Bill Ratcliff was invited by Duggan to share some of his thinking about improving our strategic planning techniques in the future. He shared several slides which had been prepared to illustrate some key points. Due to time limitations, however, his planned presentation was curtailed. 13. The next meeting of the SPC is still to be announced. It may be an e-conference prior to the meeting at Southeastcon 2004. 14. The meeting was adjourned at 5:15pm. Bob Duggan, SPC Chair
