[11-21-03] IEEE Region 3 Strategic Planning Committee (SPC) Meeting Ocho Rios, Jamaica 4 April 2003 MINUTES Attendees: R. Duggan (chair), W. Harrison; J. Howard, W. Ratcliff, R. Riddle (v-chair) Visitors: D. Green, C. Hickman, D. Hill, C. Lord 1. Chair Bob Duggan opened the meeting and welcomed the attendees. It was noted with regret that there were a number of absent members. 2. The draft meeting agenda was accepted. 3. Bill Harrison advised that as his full presentation would be given at the Region Committee meeting on 5/6 April, he would forego giving it to SPC. 4. Bill Ratcliff was invited to share his thoughts for improving mentoring in Region 3 -- and ultimately in IEEE. He proposed a joint SPC-Leadership Development Committee project which would develop and present training in mentoring. He suggested the GOLD members as a primary target audience. [Bill will share his slides used in his presentation with SPC]. SPC chair Duggan said SPC would be happy to contribute as able, though he felt it may be difficult to quantify the traits, qualities, and qualifications for successful mentoring -- other than many years of experience and a close tie to those being mentored. 5. Charles Hickman pointed out that the Reg 3 Operations Manual currently posted on the Reg 3 website is 'way out of date (dtd 1998) at http://www.ewh.ieee.org/reg/3/opsman/ . The 1/2002 version is, however, accessible from the SPC page at http://www.ewh.ieee.org/reg/3/spc/opsman0102.doc . Duggan will request the Reg 3 webmaster to update the Ops Manual to the current 2002 version. 6. Duggan shared the current first-cut strawman of the Reg 3 Strategic Plan for 2004+. Following continued changes and improvements, it is anticipated for ExCom approval in the Fall of 2003. 7. With no further business, the meeting was adjourned at 8:55pm. Bob Duggan, SPC Chair
