1-29-06 Minutes Strategic Planning Committee (SPC) Atlanta, GA 7:30 pm 28 January 2006 Attendees: J.Beall, R.Duggan, R.Harris, W.Harrison, J.Howard, G.McClure, D.McLaren, W.Ratcliff, R.Riddle (chair). Visitors: E.Ackerman, D.Bower, W.Clayton, D.Green, C.Hardy, C.Hickman, D.Hill, A.Long, W.Marshall, M.E.Randall, K.Rinehart 1. Chair Dick Riddle welcomed attendees. 2. The agenda was approved. 3. Minutes of 15 October 2005 were approved. 4. Director Geo. McClure briefed SPC on his plans for Region 3: A focus on Membership and Member Value, Volunteerism, Continuing Ed, improving Career Support, Networking, Standards and several newly defined initiatives. 5. Dick Riddle announced the SPC-assigned Mentors for 2006. Bob Duggan pointed out these are posted on the SPC Website at http://www.ewh.ieee.org/reg/3/spc/mentors.txt 6. Dick Riddle discussed minor changes expected in the 2005+ Strategic Plan, details are to be announced later. 7. Several areas for change in the R3 Operations Manual were discussed. a. Chas. Hickman described new audit requirements imposed by RAB. He and Dave Green will provide the required changes later. b. Roy Harris discussed the continuing question of defined voting members on R3 Com and R3 ExCom. RAB has recently re-assumed control of R3 Com rules, but left the ExCom make-up to the Director. c. In view of the tight budget, Jim Beall questioned the need for all the ExCom attendees and moved SPC review ExCom composition vs. number of attendees actually needed. The motion was approved. d. Geo McClure proposed several changes in the A.6 PAO section of the Ops Manual. These changes are posted in PDF on the web at http://www.ewh.ieee.org/reg/3/spc/OpsManrev01-06.pdf 10. Bob Duggan reviewed the role of SPC Fellows in critiquing Fellow nominations. Current Fellows in SPC include Beall, Conner, Harris, & McClure. Appreciation was expressed for Jim Beall's coordinating role. This activity will be further addressed at the Memphis meeting. 11. Dave McLaren discussed Life Members in Reg 3. Currently there are 3319; projections are for increases of 224 in '06, 267 in '07, 324 in '08, and 286 in '09. Region 3 is popular with IEEE retirees, thus a good growth. 12. Recognizing the "Flat World Reality", Duggan described his interest in seeing activity in Reg 3 to further the transnational activity of IEEE, seeking ways in which Reg 3 can again lead the way with special transnational initiatives. 13. Chair Riddle set the next SPC Meeting for 3/31 in Memphis. The meeting was adjourned at 8:35pm.
