This paper presents a new methodology to evaluate the efficiency of Brazilian electricity distributors through a non radial efficiency DEA model with vector properties, by using the IV index in a grouping data. The non-radial models propose an efficiency index based on non equiproporcional variations between inputs and outputs, different from the classical DEA models. In addition, on classical DEA the efficiency is considered as a scalar based on averages, in this paper the efficiency will be considered as a vector, composed by a defined quantity and direction. First, all the distributors will be evaluated together in an input oriented DEA BCC model. Identified the efficient distributors of each group, the benchmark of each distributor will be defined as the one that achieves the highest IV index.
