Copyright Policy

It is the policy of the IEEE to own the copyright to the technical contributions it publishes on behalf of the interests of the IEEE, its authors, and their employers, and to facilitate the appropriate reuse of this material by others. To comply with the U.S. Copyright Law, authors are required to sign an IEEE Copyright Form before publication. This form returns to authors and their employers full rights to reuse the material for their own purposes. Authors must submit a completely filled out, signed, and dated copy of this form with their manuscripts. Further information about IEEE copyright policy, including downloadable versions of the copyright form, may be found at the IEEE Intellectual Property Rights web site.

If the paper has been published or presented, in whole or in part, anywhere other than at an IAS-sponsored conference, or if the paper includes text or graphics from a prior publication, please advise the editor. It may be necessary for the author to obtain copyright release from the holder of a previous copyright before the paper can be published in an IEEE publication.
