Report on All India Seminar on

'Integrated Operation of Power System'

Organised jointly by Power Engineering Chapter of
 IEEE Calcutta Section and

Electrical Engineering Division,

West Bengal State Center of

The Institution of Engineers (India)

Date:     September 6-7, 2003
Venue:  Sir R.N.Mukherjee Hall, 8 Gokhale Road, Kolkata 700 020

The seminar was inaugurated by Sri Mrinal K. Banerjee, Hon'ble Minister in Charge for Power and Non-Conventional Energy System, GOWB on 6th September at 10am. The inaugural session  was chaired by Sri C.Dasgupta, former Dy. Managing Director of CESC Ltd, an eminent power engineer in his own right. Sri M.K.Banerjee in his inaugural address called for better  power system management and also harmonious actions on the part of the central and state level authorities. Sri D.Guha, Executive Director, CESC Ltd, was the Chief Guest. Sri Guha in his address outlined the reasons for integrated operation of power system and the progress made in this area in India. He concluded by highlighting the challenges that lie ahead and the possible ways and means to overcome such challenges in future. Prof. S.Choudhuri, former President of The IE(I), being a power engineer himself, deliberated on the intricacies of power system networks and then followed it up on a broader scale on the issue of networking the engineers through 'Engineers Mobility Forum'.

The keynote address was given by Sri Bhanu Bhusan, Director (Operations), Power Grid Corporation of India Ltd, on "Availability Based Tariff". During the course of his presentation, he dwelt upon the significance of such tariff structure and the positive effect it has brought in overall grid management. Dr. K.Bhattacharya, Secretary, Power Engineering Chapter, who was also the Organising Secretary of this seminar, introduced the key note speaker to the distinguished audience.  Sri B.N.Mondal, Hony. Secretary of WBST, The IE(I), proposed the vote of thanks.

An invited lecture was delivered by Sri B.K.Misra, Member Secretary, EREB, on 7th September. This special session was chaired by Prof. N.Chatterjee, former Chairman of Power Engineering Chapter. Sri Misra spoke on "Integrated Power System Operation of North-Eastern Region, Eastern Region and Western Region". In his very informative lecture, he pointed out the inherent weaknesses of the earlier stand alone eastern regional system and the benefits that have been derived from the synchronization of the North-Eastern and Eastern regions with the Western Region. He explained in details how this has resulted in improvement in system frequency and voltage profile, increased inertia of the system, increased export, improvement in load profile etc. Sri Misra concluded by saying that the future prospects of the Eastern region is likely to be bright due to integrated operation.

All together 24 papers were presented in the seminar that have been distributed over five technical sessions spread over two days. These five sessions were chaired by distinguished power engineers from industry and academia, viz. CEA, Jadavpur University, DVC, WBSEB and REC, Durgapur. The seminar was sponsored by Eastern Regional Electricity Board (EREB) and there were two collaborators, viz. Power Development Corporation LTD (PDCL) and Power Grid Corporation of India Ltd (PGCIL). There were about 70 registered participants and a proceedings has been published containing all the 24 papers of the seminar. A notable point about the seminar was the participation of significant number of young engineers.
