Spring Meeting Announcement
Chairman Bill Taylor and Vice Chairman
Jim Fitzgerald today announced major housing and meeting changes for the
Spring 2004 ICC meeting in Montreal. It is vital that you read the
following announcement closely and that you check back with the ICC
website.
The Marriott Chateau Champlain Hotel
has been involved in a labor dispute for some time which does not appear to
be resolvable before the ICC meeting starts. The hotel is operating using management to perform all staff functions;
registration, maid service, basic breakfast etc
and simply will not be able to support our activities.
As a result, all reservations made at the
Marriott have been transferred to the Montreal
Hyatt (1255 Jeanne-Mance St., Montreal - Tel:
514-285-1450). Chairman Bill Taylor
STRONGLY ADVISES that you call the
Hyatt at 1-800-361-8234 to confirm your room. To learn more about the Hyatt and
its amenities,
visit their website.
There is also one independent group reservation being worked
on at the moment by the Marriott (the AEIC meeting
on Thursday). This is
being transferred to the Hyatt. The Marriott will contact those individuals
who organized this meeting directly and shortly. We are
also working with the Marriott and the Hyatt for new arrangements for the
Spouse Breakfast. Please check the website frequently to learn about these
new arrangements.
All other events (meetings, Sunday
reception, Transnational luncheon) will be transferred to the
Montreal Convention Center
(Palais des Congres de Montreal, 201, Avenue Viger West, Montreal -
Tel: 514-871-8122). This facility is similar to the large convention
centers we use for the T&D show. Our meeting room use will occupy a small
portion of this center.
Once again, with all of these last
minute changes, it is imperative that you frequently check the website
for the latest news.

| An Invitation |
ICC
Chairman Bill Taylor has released an invitation to the Spring 2004 meeting
in Montreal and the meeting registration form. Bill writes, "A
great way to start the year is by planning to attend the next ICC meeting in
Montreal Sunday May 2 through Wednesday May 5, 2004. The meeting will be at
the
Montreal Hyatt (see
rate info below under "Hotel Information").THIS
IS A CHANGE SEE THE SPECIAL ADVISORY NOTE ABOVE Montreal is a great place to
visit, so please plan on attending. Please plan on staying at the meeting
hotel, as we have guaranteed them a number of room nights. If we don't meet
that number, then we will be faced with a large penalty. This will be a
great meeting. The educational program will feature a tour of the
IREQ
test labs. A bus will leave from the hotel and drive us to the labs and
then back on Wednesday afternoon. You won't want to miss this tour, as it
will be very interesting and informative. Please fill out the
attached registration form (in
PDF format or in MS-Word format)
and register early. Registering early makes for much shorter, quicker lines

| Educational Program |
The Spring Educational Program
will feature a tour of the
IREQ
laboratories.
-
Welcome and Introduction to IREQ (30 min.).
-
Experimental Laboratory: aging and testing of MV cables and
accessories (30 min.).
-
High Voltage Laboratory: testing areas for electrical equipment
including cables (30 min.).
-
Mechanical and Thermomechanical Laboratory: underground line
facilities, accelerated aging on cables and accessories (30 min.).
-
Network Simulation Laboratory (30 min.).
Round trip bus transportation will be
provided from the hotel to IREQ labs. If you sign up for the educational
lunch, then you will get a box lunch at IREQ, and the cost of the bus
fare will be included.

during the Spring 2004 meeting.

The Spring meeting will feature
a Mini-Expo for vendors to make table top displays of equipment and services
related to the scope of the ICC.
You
can sign up for a table top display using the meeting Registration form
(available in MS-Word and
PDF).

| Spouse Activities |
On
Monday there will be a guided walking tour of Old Montreal from 10 a.m.-12
p.m. returning to the Hyatt for a light lunch and buffet 12-2 p.m.
The
cost of Monday's walking tour and lunch will be $30 USD.
On Tuesday there will be a 3 hour city bus tour of
Montreal from 9 a.m.-12 p.m. including the Basilica and the Summit at Mount
Royal Park. The
cost of the Historic bus tour will be $25.00 USD.
Please advise
Judy Bow if you will be interested
in either or both tours so that we can do additional preplanning.

Subcommittee A Chairman Serge Pellisou reports that he
recently contacted Canada Customs [1-800-959-2036 or 514-633-7700] about the
procedure to follow when crossing the border between the US and Canada. For
US citizens the procedure is very simple. You need either a birth
certificate or a passport. The
Hyatt reports that a shuttle (called the Aerobus) runs from the airport to the downtown hotels every thirty minutes.
The cost is $12 Canadian. |

| Host Utility |
Hydro
Quebec is our host utility for the Spring meeting.
They will be providing a guest speaker for our
opening session. HQ serves over 2.8 million customers,
maintains over 106,000 km of distribution lines (9% underground). They have
a mixed generation portfolio of over 32,500 MW. It consists of 50
hydroelectric plants and 5 thermal stations along with a large portion of
the 5,400 MW Churchill Falls Hydro Station in Labrador. ICC members are
