Managing Systems Related Risks in the Implementation of a Modern Mass Transit System

Outline:

The investment in building a mass rapid transit system is huge and managing risks at different stages of the implementation is crucial to the success of the project. The talk will focus on procurement strategy, role of a system integrator, managing the testing and commissioning of a multi-contracts environment, test running of the system, working along side with the Operator during trial running to ensure that the system is ready for revenue operation.

The experience of the North East Line which is the world's first fully automated driverless mass transit system will be shared to highlight the various systems related risks which were managed during the implementation of a modern and complex railway project.

About the speaker:

Mr. Sim Wee Meng has 20 years of experience working with the railway authority of Singapore. In 1996, he was appointed as project manager responsible for all the electrical and mechanical works for the Bukit Panjang LRT project and in 1998 was appointed as Project Director to oversee the completion of the project. The project was completed in 1999 and handed to the Operator, SLRT, for revenue operation. In 2000, he assumed the post of Senior Project Manager responsible for all the electrical and mechanical works on the North East Line Project. He manages 16 major E&M contracts and 30 minor contracts with a total value of approximately S$1billion. The project was completed in 2002 and handed over to the Operator, SBST and revenue operation commenced in May 2003. Currently he is appointed as Project Director to oversee all the electrical and mechanical works for Circle Line Project.
