"Electricity Vending System (EVS), An Innovative Electricity Retailing Infrastructure " Mr. Soh Siew Cheong Senior Advisor, Energy Market Authority of Singapore Date: 18 March (Tue) Time: 4:30 pm – 5:20 pm (50 minutes) Venue: LT22, Nanyang Technological University of Singapore Abstract: The electricity retailing system has not changed significantly since the beginning of the the electricity supply industry (ESI) in many countries. The public sees the ESI as a public service and holds the government responsible to provide such service. The ESI is often vertical integrated and operated as a Supply Authority. It is a general belief that competition will lower cost and improve service. With the deregulation of the ESI, the generation and the retailing sectors can become competitive while that of the "wire business" being the bsckbone of the ESI, could still operate as a monopoly. Singapore started to deregulate its ESI in 1995. More than 10,000 contestable consumers have benefitted by obtaining their electricity supplies from Retailers in the private sector. The 1.2 million non-contestable consumers have also benefitted from the deregulation process although they are not allowed to buy their electricity supply competitively from any Retailer. EMA is now embarking on a research and development program to develop an innovative Electricity Vending System (EVS) which, if found feasible, could allow non-contestable consumers to buy electricity competitively from Retailers. Conceptually, any body can buy any amount of electricity from any Retailers at any time from any place via any means under the EVS." About the Speaker: Mr. Soh (BE (Hons), Singapore University) started work as a General Assistant Engineer in PUB, Electricity Department in 1965. He has worked in the Pasir Panjang Power Station A and B, the System Control Centre, involving the transmission, distribution, installation, commercial and public light sections. He was promoted to Sr Engineer, Superintending Engineer, Superintendent and finally to Chief Engineer (T&D) in 1989. He was appointed as the founder MD, Powergrid in 1995 upon corporatisation of PUB Electricity Dept. Then, he was promoted to SVP, Singapore Power in 1998 and retired in 2004.
